Purely because there are at least four different, self-interested parties involved in making the decision.
You’re missing the point, back in the day cup final was 3pm, everyone knew it, simple.

It’s like they have to wait to see who makes the final before deciding the time, but why does that make the slightest bit of difference? They managed to reschedule and plan for the entire England league football calendar to play on the Sunday 18th so why couldn’t the FA Cup Final kick off have been inked in before season even started?

This is exactly it. They've had all season to do this. There's also no reason why ticket details couldn't have been sent to all four semi-finals so they could put them on sale a day or two after qualification for the final. They just don't care.
 
Apologies if a stupid question, but why has there been any sort of wait for a kick off time to be announced? Why does it matter who made the final, we know it’s Saturday 17th, we know there’s no other English football that day, the BBC knew it was Eurovision etc etc.

What’s the fucking problem?
The FA and the TV companies are run by 2 faced gimps. Fans this, fans that, blah, blah but, when they could have done something really simple (why they couldn’t have just said it was a 3 o’clock kick off in August, ffs), like just communicate the kick off time.
Having said that, at the prices that are higher up this page, I’ll be missing my first Wembley trip as they’re an absolute shambles.
I can go to Spain for 3 nights with food and drink included for less than a level 2 ticket, travel and food & drink……

I'm not missing the point, or even defending anything, I'm just answering the question.

Just to also mention, waiting to see who made the final played a part in moving the kick-off time (to 3pm) in 2023.
 
In fairness and I’ll get butchered for this but two seasons ago 125£ tickets were £115 ten pound increase in that bracket isn’t outrageous. The overall price is but they know we are all daft enough to pay it. Can see anyone who’s willing to drop £200 getting a ticket.
It’s a cash grab which isn’t needed but it’s not much different to how tescos etc have mugged as all off in terms of inflation increasing the price …
 
Another example of treating the actual match-going fans like trash. People have got to book hotels, book train and coach tickets, for God's sake. Not the Palace fans, of course. It's really not that far away now. Just over two weeks.
This is probably something to do with negotiating with the satellite tv companies.
The semi finalists were known over 4 weeks ago.
There were 4 permutations
City v Villa
City v Palace
Forest v Villa
Forest v Palace

They could have all sat round a table and worked out depending on what each outcome would be, though why the teams involved affects the kick off time is beyond me.
 
Any ideas on a kick-off time yet mate?
We are waiting to see what is happening with Eurovision and I am serious with that. Might be 3pm then it gives enough time for penalties and doesn't delay the start of Eurovision in the process!!

One of the decision-makers is Met Police. That's why the 2023 kick-off was moved, after the finalists were known.
