Getting multiple players who are not of top level is the reason the squad is in such a mess as it is. We need top players. Tevez was a top player. Aguero had been banging goals in at Ath. Madrid. Gundo was instrumental in the Dortmund team that won titles. Walker was one of the best RB in the league when we got him. Have we missed out on a few absolutely. However so has every club. The only two clubs who regularly hoover up ready made world class stars are Real and Barcelona. Gibbs-White, Reijnders, Nico G, Rodri, Phil, Kovacic, Probably Gundogan and Bernardo and that isn't including Rico or Nico O'Reilly.
It means we could field a large number of strong midfield combinations. Rodri/MGW/Reijnders, Rodri/Phil/Reijnders, Nico G/Reijnders/MGW. I won't sit and name them all, but there are a large number of combinations for us to work with.
I'm more in the camp that we need quality full-backs and a goal-scoring winger if we get those midfielders we spoke of.

Yaya Toure, Aguero, D Silva and KDB were all better than Haaland when we signed them. They even got better as they played into the system..

I have a feeling we might see a minimal amount of incomings despite the need for creativity and legs in the middle of the park.Understandably, everyone is judging the board, manager, and players on this season. I accept that. I also understand that it is a season blighted by injury and illness. We went into it believing that we could get one more good year out of the senior players that had served us so well, and then we were caught out by our worst injury list in a decade, and probably a natural come-down after achieving all of our goals. Some of that could not have been predicted. Still, Pep has admitted that he made a mistake, and we move on. We accelerated the purchase of some of the continent's finest young talent, in Bah, and Khusanov, brought in the captain of Brazil U18 in Reis, and quality with Marmoush and Gonzalez. Now, we are in the market for others. We do not know who, and neither do the social media channels.
The players you mention are quality players with their clubs and in their league, but there are never any guarantees: are they available, is the price right, do they want to come, what about their character, can they do it in the Premier League? It is all a gamble, and none of it is a gimme.
I don't believe we need more than one or two, and I don't think we will buy the numbers that many here are demanding. I think the return of Rodri is pivotal, and a close-season of actually playing and training together rather than what we had last year.
We all want the same thing, we just might perceive how we get there differently.
