He's probably their 4th or 5th best player so that's good money. They've bought the name because they know, when he plays well in Germany, they'll sell him back to the prem for twice as much.

If I was him, the last thing I'd be doing is following in my brothers footsteps though - he could be doing the one thing his brother hasn't done which is play in the premier league.
