We would have used Gundo less as well. Pep thinks he can still do a job for this season. Along with the new signings it is going to be a lot smoother return and fingers crossed he can leave City like he had done in his first spell. First and foremost move Walker and Grealish and Phillips on.Good for them.

If he stays, it's not because he cares more about his wages than about playing football (would be foolish to think so), but because Pep relies on his overall presence. Plus he was injury free despite playing a lot more than expected. Pep appreciates this a lot more than many on here.
The players who are much more likely to leave are those who are injury prone or too inexperienced to contribute seriously.
So, apart from the defenders who struggle to stay fit, the likes of Khusa, Echeverri, Bobb, Reis might be loaned out. We have many options in attack and attacking midfield, so at least one from Echeverri and Bobb is likely to leave on loan, maybe both.
If all of Stones, Ake and Akanji stay, then both Khusa and Reis are likely to be loaned out too. Guess Khusa will leave even if 2 from the former 3 stay (unless they are Ake and Stones...).

Kova operation does slightly temper matters but moving him makes a bit more sense as we will get more money. Gundo would have been if Pep used him sparingly last season (although the lack of last summer's signings plus Rodri's injury forced that issue). Bayern could have used him more during the CWC but decided against that.Their situations are completely different.
Sane is out of contract - Gundo isn’t. We have a responsibility to Gundo which Bayern don’t have to Sane.
We didn’t even bother taking our two out of contract players, so that’s your comparison to Sane - not Gundo.
Either way, I would imagine Viana will have a major say on who stays and who goes - and he has a much clearer view than Pep to reshaping the squad for the future, not relying on it’s past.
The end result will be a balance between the two, but the reality is this will also have a lot to do with opportunity - which players can bring in an offer.
If Gundo can, and (let’s say) Kovacic can’t - that will be a large part of the decision.
If Gundo has no offers - he stays.
