I suspect their reckless spending spree is because they know PSR is finished and Masters is toast. Omar Berrada knows City are innocent of the allegations because he was in charge of our sponsorships. Meanwhile Ratcliffe is still in the Cartel loop and FSG, Arsenal, and Levy, know the writing is on the wall. The idea of stopping wealthy investors from investing their money in the PL is a dead concept.
 
What these cunts have proved is that FFP/PSR was an absolute sham, and only focussed on those that challenged the cartels hegemony.

When they decide, all the rules are out the window and the PL, without integrity, just turn a blind eye as their self-made, biggest brand tell them where to shove it.

More and more people are beginning to see this now. Although why it has taken them so long I'll never know. Right from the first announcement of the new plans you could tell it was solely to curtail the ambitions of us and others in a similar position. It's main purpose was to consolidate the power of the red tops and ensure the rich got richer and the lesser known clubs went out of business.
People see it now for what it is, a blatant manipulation of the rules that has been systematically carried out to benefit you-know-who.
