Why do they do it

I recently purchased a cordless Henry vacuum cleaner, then returned it (as I found it cheaper elsewhere with more extras) and they told me to keep the brand new separate £70 battery pack due to health and safety raisins for posting Lithium batteries.

Confused, was I.

Did it have a unique electrical currant?
 
Sell cordless equipment without the batteries. Can we not be trusted, are there elf n safety issues. Does it sell better because the initial price is cheap. Are they aimed at stupid people who don't realise they need a battery until they open it on Christmas day.
Anyone ???
I had the opposite problem.
I was given a couple of Ryobi products as a Christmas gift. The batteries are interchangeable for most of their products.. Was unable to buy other products in the range in any store without the batteries.
However, I was able to buy them online without the batteries
