Different (cheaper) VAT rate for them if classed as a biscuit. There was a case many years ago regarding jaffa cakes on this
There is VAT on chocolate bars
There is VAT on chocolate coated or chocolate flavouring coating on a biscuit. Think chocolate digestives etc
There is no VAT on plain biscuits or chocolate chip cookies

When it comes to packs/tins of assorted biscuits, VAT depends on the percentage of chocolate coated biscuits within the pack

McVities have their chocolate digestives. We bought a packet of the 'white chocolate' version. The choccy covering was almost transsparent.

Sorry to be the bearer of bad news, as you say the chocolate was thin on it what makes matters worse is that there isn't any real chocolate if any on them anyway.

yeah this is scandalous and I'm not sure how they've got away with it
