Ours is on all the time, but thermostatically controlled. This week is the first time it kicked in and stayed on for most of the day. Ok we are on the south coast but we did have frost last night

The too cold for snow thing is when there is a winter anticyclone , so well below freezing overnight and just over freezing by day , but no clouds in the air so no precipitation.
