No it shouldn't be retaken. It’s literally been in the rules forever, I’m not sure how people don’t know that.
It should have been a retaken corner.
The foul by two defenders holding him obviously begins before the ball is in play. That's obvious.
If the ref whistles at that moment (no necessarily before the kick point but effectively "cancelling" the corner "before" it is taken) and the ball is still crossed, then yes, retake it.
But he didn't blow, he allowed the foul to continue and he allowed the corner to be taken.
As the corner is taken the foul is still occurring, and after the ball is kicked the foul is still occurring. The ball is in play and the foul is still going on. Yes it started prior to the ball being in play but it continued whilst the ball was in play. It's a foul and it's a penalty.
We're not talking about an instantaneous foul, like a kick, prior to the ball being in play. It's continuous holding which started before the ball was in play and continued as, AND after, the ball was in play and he was in a position where the ball was heading (this is the new bit of the law). The laws couldn't be clearer.
And for once, the TV cameras couldn't have shown clearer pictures of the incident.
Foul and penalty, 100%.
