I think people who attended the semi final and previous games should get some kind of chance as well.Just to repeat, City will balls up the sales criteria for this big time.
It will need to go to members to sell out. Even then the level 2 tickets will go slowly and might not sell. There is no point having two weeks of staggered sales to season ticket holders. Do that for a couple of days and get them out to members.
I would take a different approach this time. Do the usual but allow all season ticket holders to buy an extra ticket immediately, or even two, at the same time but only for anyone else who is a season ticket holder or member. So people don't have to wait to find out whether they qualify.
They won't of course.

Hope this doesn't make me a "moaning w*anker" - I just really want to go (whichever end we're given) - but its a lot of £ for me and my son, and need the criteria to plan.
Unrelated, I note that Arsenal are offering physical paper tickets (at a premium £) so that supporters can keep these as souvenirs. I wish City would do this - for all games: those of us who only get to a few games each season might be willing to pay for this
