Disproportionately effecting the civilian population whilst claiming you are only targeting the military is a war crime.

 
He isn’t deranged in the traditional sense of the word. He has signs of deterioration, clearly.
But if he was truly round the twist, even the lunatics around him would stop him from speaking publicly so often and probably eventually get rid.

The sad and more dangerous truth is that he is a despicable human being.
There’s probably been people with some of his despicable traits in similar positions of power without causing world chaos in the past. However, apart from geo political truths restraining them, they would also have been restrained by some relative sense of decorum and checks and balances around them and the system.

However, this idiot has the full range of despicable character traits that allows him to completely discount the more human senses that would have restrained some dodgy predecessors.

Even more worryingly, all safeguards around the system - the accepted norms, the party, the opposition, the colleagues, the supine, docile population (there should be proper disorder at this point in any ‘normal’ country), even the law - have been degraded so much that there is no one and nothing seemingly capable of holding him to any sort of acceptable standards.

This extreme behaviour is less a function of derangement and more of the outrageous acceptance of it all by a society and a system.

Oh come, even after extensive, rigorous training in Outer Mongolia, where she'd have to skin rats to eat and drink her own piss just to survive, couldnt make her ready for that assignment.

Upon just Googling ‘deranged’ it was defined to me as ‘wildly irrational or uncontrolled’. I would say he was both.

In what way would you say he wasn’t either of those things?

And being a despicable human being doesn’t have to be mutually exclusive to being deranged. He is manifestly both.

His supporters and grifters will be laughing at the commotion his posts and actions cause.

They think 'liberals' are doing better than them and they hate it.

They know he's a racist, lying, incompetent scumbag but they love seeing people get angry at what Trump does and says. It's the only thing they have.

Wildly irrational and uncontrolled. He lacks both self-control and external control. He's impulsive and lacks the ability to understand the consequences of his actions.

In any functioning democracy this guy should be absolutely nowhere near the levers of power, which leads me to draw the conclusion that the USA is no longer a functioning democracy, and hasn't been for a long time.

Uncontrolled - definitely. More to do with the failings of everything around him though.

Wildly irrational - probably, depending on your definition of wildly. Although stupid (and non stupid) people often make irrational decisions, so it’s difficult to judge. He is both stupid and makes irrational decisions more than you would expect.

I think most would view deranged as to be having some sort of dementia that prevents coherent functioning, etc or some sort of behaviour that seems psychotic.

I think his behaviour is psychotic, based on norms, for someone in his position. I just think it is more a function of a being despicable person and everything around him abandoning its role in not accepting it. Rather than it being simply derangement. If Biden had deteriorated to being ‘deranged’ to some degree, similar behaviour would not have been allowed.

I think he has the capacity to behave in a different, less ‘deranged’ manner when faced with significant push back, which someone deranged might not. He just has no reason to do so, as he doesn’t face that and has no moral compass to compensate.
