I'd guess the difference would be that he couldn't give a free kick, penalty, etc. You can still book or send someone off when the ball isn't in play. Just look at players talking themselves into a second yellow after being booked for a foul and the free kick hasn't been taken yet.
I’d settle for that to be honest. Anyone wrestling prior to a free-kick/corner gets booked. Do it again and get a second yellow. Job done
 
In WSL last night, Arsenal wiped out Everton goalkeeper and goal allowed to stand.. thought you only had to pull a sleeve. Another shocking decision, wtf is happening with our referees??

It’s narrative by the media then fans go on about it in stead of looking at the actual gates over say last 20 years?! Which then make us one of the highest gates in premier!

We've gotten to a point where beating a relegated Burnley and a mediocre Crystal Palace wins the league. If we can’t do that, we don’t deserve the title.

Our capacity at the time was 55.097k fair we had one season where we did average 55k rest was 54.700kosh

Main point is we have a great following and we are 6th! Think the whole history it’s up there too!

We could have a capacity of what Villa Chelsea have and fans would find it very hard to get tickets!

The same club where 30,000 fans couldn't be arsed turning up for a home league match against us 3 days after the cup final referenced above.
 
I’ll guarantee you now mate those cunts will be up there next season.

The CL will mean they can attract better players and they’ll add 4-5 so they can cope with the extra demands.
We'll see.

They've been in the champions league before (post 2013) where they were in a position to attract better players and look how that turned out for them.

The scum fuckers really are the least of our worries. They're done - they've just offered Carrick a two year contract (because all the blue chip self-respecting talent out there told them to get to fuck).
