How far off PSG and Bayern are City right now?

It doesn’t work like that. Would that mean rags are better than PSG considering they beat Arsenal away?
Scum also lost at home to Arsenal Our sample size is 3. We beat them twice (one of which was a total schooling) and were within 3 mins of winning in their patch. That to me is significant. We are still a work on progress as seen by our dropping unexpected points but the team is very young and learning fast. With 2-3 good transfers, I see us as being very competitive with all top teams including PSG next season

I think PSG are winning Champions Leagues at the correct time with so many teams way off it and going through transition.

Don't get me wrong it's not a dig at PSG, I think they are a really good side but nowhere near as good as the likes of City and Liverpool in their pomp, Real Madrid of a couple of seasons ago, the great Barca sides ect...

Although they've won back to back which is an incredible achievement and fair play to.them, I don't think they are as good as people are making out, they are a very good side but not a "great" side.

I think PSG’s ability to be able to rest their players for most of the domestic campaign is severely underestimated.
It certainly helps no doubt about it.

Although years gone past before PSG won the Champions League so many people were saying "They'll never win by playing in that farmers league, they face no competition and end up meeting someone in the Champions League that's half decent and put them out".

Now that they are winning it, numerous people are complaining that they are "able to rest players and it's not fair".

(I'm not implying that you are complaining by the way, just saying what the media and opposition fans are saying the last two seasons).

What they have done is get rid of all the high money earners like Neymar and Mbappe that wouldn't run to warm themselves, they've no ego's in the squad anymore. They have a squad of players who believe in the manager and will run that extra mile for one another and that's what's winning them European Cups.

I do agree with you that it's definitely helpful that they can rest players.

They are the standard bearers in Europe right now.. The two best sides. As always, the gap is never as big as people think and things can change very quickly. In 2023 the gap was the other way (City was above both of them)

Can the gap be closed in a Summer transfer window? What do City need?

How many City players are in a combined 11 of City/Bayern/PSG..? Maybe only Donnarumma currently?
You have answered your own question, none of them are even close to PSG/Bayen first eleven including Donna who was let go off by PSG and whom Kompany - who is in his early Pep's mode - would probably find deficient in playing from the back.

Looking at how they play when a team take them on, quite a gap. Arsenal looked to be playing for a draw in the tunnel. If they had taken them on, PSG would have wiped the floor with the cunts.
