Could be for extended TV and press seats for the tournament similar to chumps league matches ??

I think you've got that spot on 100%, just look at any CL game (especially the big clubs/games) and there's huge blocks of them.

It is still SSL3 it hasn't changed.

Level 2 is the boxes.

Watched BVB game on TNT and the camera panned over to it at pitch level and it does look the dogs bollox.

Great angle. Once the hoarding is away that really will feel like one big, dare I say it, blue wall.

From the inside the stand will look magnificent when finished. I also think with the correct lighting at night from the outside it will look very good, daytime I have reservations about the design even through it is very logical

Say what you want about the Etihad externally, including the new North stand expansion, and the Hotel.

Internally the Etihad stadium is one of the best looking stadiums in English and European football, especially with the addition of the new and expanded North stand, 2nd tier.
