My sense is that Rodri will leave this summer too. So I'd like Nico G, Anderson, Scott, and Kova to form the core of our CM base.
I'd much prefer Wharton to Scott, and I'd prefer we keep Rodri to either honestly. I really hope he's not going.

Agree and don’t think any are Anderson alternatives, We wold only need either of them if Rodri or Gonzalez were leaving. Don’t think either will.
 
Until we have a manager, transfer speculation seems pointless.
I would also be a little wary of selling/ loaning out any player until they have finished their world cup games.
No point in letting Savinho/Grealish go only for Doku to get injured or Mubama loaned out and then Haaland ends up out for a while.
Rodri, Gvardiol and Dias still not probably back to 100%.
As you said, Maresca needs to meet with the full contingent of players first and assess every one of them.

City's board will be very anxious to resolve Maresca's future asap although I suspect they knew this was all in the pipeline. Maresca is not going to be able to meet the full contingent of players until after the World Cup. Doing transfer business before the WC does carry some risk, e.g., selling Savinho. I agree about that although I would sell Savinho to Spurs if the monies are right. I think he could become a very good player but he might need a move.

Keeping Rodri is preferable ofcourse. But my sense from how he is talking is that this is not his preference :(

Scott and Wharton is a toss up for me. I think Scott is much more solid defensively and an overall better player. Bur Wharton's vision and passing is next level and might unlock an "All World Haaland" In the right context.

Either will so for me. As both improve us in different ways next to Anderson

According to Ben Jacob’s they’ve changed strategy. Instead of spending big on one player with high wages. They are spending on multiple to add depth and quality to their squad. Going for Hall after Fernandes as well. Hate it
 
That’s what I thought , but they are confident they can get both Tonali and Hall from Newcastle absolutely hate it.

McAido already better than Savinho. He will be cover on the flanks next season. Agree with the rest of your post.
