Much worse. An off side is usually involuntarily, causes no harm. Diving is actively choosing to cheat to change the outcome of a game. It should be punished with a straight red, several game bans and heavy fines for both player and club, and repeated offenses should lead to a player losing...

So, he would have scored in the region of what seems like 458 goals this season. Not bad. :) Though he would have missed the penalties, obviously.
