well for me the fact they have sent troops makes it a yes. yes they are and have directly declared war on Ukraine. You could argue that until they are on the battlefield they are not at that point yet. they can always back out.

I have to agree here. there is no way to fully protect from bad actors in terms of people doing nefarious things. you can only learn from the mistakes and fill in the holes so next time they cannot be exploited. the the same as any system. there will be loopholes that can be exploited.
