Not really, the upper tier will have safe standing and some GA+ seats, if the lower tier has some GA + seats no reason why it couldn’t also have some safe standing. Though I do think if the standing is expanded it will be in the upper stand. Not sure it makes much difference whether it’s upper...

Not really, the vast majority if not all of the GA + seats will be season tickets like 93:20, not matchday tickets. In fact you may well find when offered relocation some of the 500 decide to pay the extra, depending on prices, and stay in their seats.
