You can avoid testing and quarantine on arrival only if you have a negative PCR test before you go (no more than 72 hours before)

Gov.uk does not say that. gov.uk links to the Belgian govt advice, which clearly states what you need to do. all this stuff about a PCR 72 hours before is for fully vaccinated Belgian residents only.
