Must be sold out as there are only 12 seats available on the whole 2nd Tier.

I doubt they will totally sell out every block, they know they will have fucked up somewhere and its easier to sort out if you can move people into empty seats. Would be harsh if they forgot to renew your ticket and you had to go 3rd tier.
