I think you are mistaking Pep for a youth development coach. Pep's job is to take the personnel at his disposal and put together the best plan to achieve the most success. That's it.If Pep doesn't make use of the players signed by the club, he's not doing his job.
He's the head coach. It's reasonable to assume that he has input into signings / promotions from EDS etc, alongside Viana and previously Bergiristain. He then has a responsibility to get the best out of those players.
Viana/Bergiristain provide the tools for Guardiola to work with. If he doesn't use them, he's not doing his job.
If he subsequently thinks that certain players don't fit the bill, his job is to work with them to develop/improve their performance.
He's picking his favourites over expensive new signings. Hugo Viana would be right to wonder why he bothered applying for the job.
The Board needs to rein Guardiola in.

When you look at some other Midfielders in the lower end of the table, they look better than Nico and cost considerably less.
The club got this one wrong along with Phillips.
That there is just over £100 million whittled away.

The evidence is in broad daylight when you see Pep not playing him. Pep sees him every day in training and still refuses to select him.

If the boss paid major money for a guy that turns out doesn't fit that plan or is struggling for play time because others fit better, there is nothing Pep can or should vdo about that.
I feel for the guy and i like him personally. My hope is this is just a bleep due to the transitioning period and hed eventually find his place in the system.

If (as it seems) he's 'overlooking' Viana signings to play his own 'favourites', he's out of order. It's happened too many times for it to be anything other than arrogance on Pep's part.
If the Board are happy to let Pep effectively waste hundreds of millions worth of signings, then they're probably not fit to run a football club... They should stick to property development and entertainment venues.

The new signings will all play when Pep and his coaches think they are ready, not when some people on the internet think they are.Just as he has always done when players join City.

The writing has been on the wall since we gave the rags the FA Cup, followed by an erratic season, topped off by giving Palace the FA Cup.
The pre-season Mickey Mouse tournament was a great opportunity to kick off the 'new' City, but Pep slipped back into old ways.
The warning signs are there... Another season like last season and even fanboys will start to worry.
Let's hope we start offloading our deadwood soon, and get the rebuild back on track for next season. At least six players to go imo, and possibly more to arrive.
But do others fit better? That is highly debatable based on what we have seen over the past several months. I'm not saying you or I are Pep, but you do have eyes? I'm not being disrespectful, just saying most of us have spent our lives watching and playing football. The argument that Pep ALWAYS knows best falls apart when so many of his recent (at least 14 months) decisions have blown up in his face. When the results are there it means one is getting it right. I think the worry is just the body of evidence so far. Pep has barely played him, opting for the likes of Gundogan in the run in.
We've then had the Club World Cup which is perfect for using him and even then he's barely played.
On the face of it so far it looks like another £50m down the toilet.
