I think you're overlooking that Canada has shut the border to avoid an invasion of COVID-laden Americans. Therefore, the Chinese drove the trucks east, presumably to Newfoundland, wherethe Laos Navy was stationed, waiting to take them to Maine. Via Svalbard.
