I don't know, it seems they just dont have the funds to do this.

They don't want to make the first payment until Feb, that's when they get paid their tv money. They want to make us 4 equal payments every Feb for 4 years.
 
I fear if this transfer doesn't happen, Tevez and Kia will raise media hell and do what they can to bring us down in public. They will claim we denied Carlos his dream to go back to South America and to be with his children... big bad city ruining an innocent loyal footballer.

Tevez will NOT play for us ever again, and I would be very surprised if he ever sat his foot down in the city ever again.

That's a fear, but I don't think there's much chance that will happen.
