Because in China people merely go ahead and have two or three children anyway and simply choose not to let the state know what they've done.
Telling people that they're only allowed X number of children doesn't work in China, imagine how it would go down in the west where everybody's much more clued up on their rights as a human.
Have you heard about the number of backstreet abortions in China when people have realised they're giving birth to a girl? It's in the hundreds of thousands. Just a bit more food for thought for the "restrict birth rate" argument.
Population growth is a huge problem, I'm the first to agree with that, but restrictions on who can have kids and how many just doesn't work.
Telling people that they're only allowed X number of children doesn't work in China, imagine how it would go down in the west where everybody's much more clued up on their rights as a human.

The vast majority of homeless in China are girls and young women. It was shocking and sad to witness first hand.

Then there breaking there law and should get punished !!! Goverment needs to crack down, the world goverments need to get together and all agree a max 2 children law. anymore and you get life in prison .

Not at all possible, and never going to happen mate. Unless every male on this planet is given a vasectomy after having 1 (or in ur case 2) child/children, then it's never going to happen. Poorer nations, and the poorer demographics in society in general have more children. Contraception is still a taboo thing in the developing world....people will have sex billions the world over today and only in the western world do we see some kind of contraception as a good idea--and many still dont even!!!
Do you think there are jonny machines in Burundi in the toilet of a straw hut bar on the outskirts of town?
Sierra Leone? Bangladesh? Madagascar? Rwanda?
So my point is that all these people are constantly getting pregnant and churning out little fuckers. What do you plan on doing to prevent that actually happening? You cant stop people having sex. You cant go round forcing people to wear jonnys or get vasectomies or the women to do the same etc. etc.
Also, once pregnant (even if its a 3rd child or a 6th child), you and I or governments, cannot simply go round and abort every child who is the 3rd, 4th, 5th, 6th one out now can we??? What about triplets? Quadruplets? Pick two and kill two others?
Im on your side mate, but I don't see how population can be addressed properly unless we are all on board the same ship.

Well the west aren't really the problem, Germany's population is actually falling as more and more people choose to either have one child or none at all, for the obvious lifestyle and financial benefits. They're not alone in that trend either.
The real problem lies in developing countries like say, India or Kenya, where they're not very big on population and birth rate control, and 7 or 8 kids is a norm rather than an exception. There are many reasons for it, some religious, some down to status, some down to traditions.
I'm no world leading thinker but I'd say that financial perks for smaller families and better contraception in developing nations are probably better in the long run than penalising with jail those who have more than X kids. Carrot before the stick if you will.

but then because they have gone back in time to have another go without killing the planet, they are automatically changing the history of the planet so the people in the future won't be dying?
