But you said 5% is the minimum

5% is the minimum you are entitled to if you want them (and can sell them). As mentioned by tasker earlier spanish teams fans don't travel in numbers and so would have taken a smaller allocation so Ajax could sell the other tickets, rather than have empty seats.

With the delays in releasing the tickets its inevitable they will have to add almost £6 recorded delivery as Madrid were

Recorded delivery was because Madrid refused to agree to provide duplicate tickets if they were lost in the post, if Ajax are OK with providing duplicates for lost & cancelled tickets they say they will send out First Class next day.
