PS He is not throwing money at the north he is 'promising' to throw money at the north.
The Manchester Leeds rail link was promised by Osborne but nothing has happened for five years.
Let's see the colour of his money when these spending proposals are added to all the others plus the tax cuts promised and see where the money's coming from and if the spending promises are robust enough to survive a chaotic no deal brexit.
PPS Manchester has done well with spending on infrastructure ( most of which was announced before the Northern Powerhouse came into being).Other northern cities have only received a fraction of this and are are looking for parity with Manchester, so there's another big chunk of public spending that will have to be found from somewhere.
