No criminal enquiry.
He's lucky that the mayoral code of conduct was so wishy-washy on the Nolan principles compared to most local authorities' code.
the mayor’s office had their own inquiry IIRC that went on hold pending the criminal investigation. Now that is over the mayor is free to pursue it further. Whether now is the time is another question.
