I don't think so. The CL and Europa League are deemed separate comps and therefore I think he is not cup tied as far as UEFA are concerned. I may be mistaken but I believe this is the position.

Edit: Actually it looks like you can make a single exception for one group stage player from Europa. Reading up on UEFA.com.
