I don't think it's contingent on Lemar joining Arsenal but for those who do:

Why would any top player want to joint arsenal at the moment. Even Liverpool are are a more attractive proposition and I imagine arsenal know it. All positioning from them just to appease their fans and say 'at least we tried' when Alexis leaves.
