Sure the 3,000 involved in the singing would feel the noise but I'm not convinced either the rest of the stadium or TV audiences would notice a huge difference.
I'm all for trying mind, but I think pure physics plays the biggest negative part in lack of atmosphere rather than the fans.

If the majority of the stadium is singing, including those towards the back, then the bowl keeps the sound in and magnifies it. It all meets in the middle of the stadium, like at wembley. That why on the really big games it can sound electric. But as it is you've got a whole series of things working against good atmosphere.
