Inappropriate.
Used by people at the top who are in disgrace to water down their misdemeanour until it hopefully goes away.
i.e The Home secretary admitted that the misuse of public funds to facilitate her husband's weekend wankfest "was entirely innappropriate now can we talk about something else like the environment or something?"
Can also be used by the same people at the top when they want to disgrace someone lower down but haven't really got the evidence to do their legs.
i.e "...yes, the text message circulated by our employee made reference to women and a vibrator and was wholey inappropriate....so we've sacked him."
