Possibly, but unlikely given the justification for its introduction in the context of enlargement, in any case hardly 'persistent' is it?
That part isn't qualitative but rather deliberately vaguely worded mate. If Orban were to carry out a one off mass killing in Hungary that wouldn't be 'persistent' either but you can bet Hungary would be suspended.
 
Just listening to Kwasi Kwarteng on Pienaar - he is adamant that negotiations are on going and that preparations for a No Deal are taking place. He wondered what the govt had been doing for the previous 3 years. That will be the Govt he was part of, the govt which said we were ready back in March and the Govt he was a member of in which he was a Minister in the Dept for Exiting the EU. You'd think he would know what had been happening wouldn't you?

Well, mass killing involves repetition therefore would be persistent but delaying the appointment of a Commisioner is a one off.

Nah, a mass killing is by nature singular. You're thinking of a serial killer. In any case mate I've taken a look at the regs involving commissioners, if the UK doesn't nominate one there doesn't seem to be anything stopping the EC president keeping the incumbent commissioner in their post.
 
Also worth noting that it would be the EU /EC that would decide this, and I suspect it would not rule in the UK's favour!
I personally think this is all a red herring and crap being invented by Remainers - perhaps I will be proven wrong - fair enough

What would be interesting though - if true - how this would impact the narrative Johnson needs of painting the EU as the anti-UK bully - could be advantageous

Glib sales-talk, ignores the "irrefutable fact", the blue whale in the phone-box, the campaign by the likes of murdoch against the EU, dating back 30 yrs, tampering with the evidence does not come close, they "invented" the evidence. So patent-ly simple but seemingly too difficult to assimilate for the "truth-avoiding we won you lost yah-sucks-boo" followers of BJ. Never felt so unfrustrated tbh, almost every day the the death of brexit comes closer, the remainers become stronger with every childish strop that the media spin as "evidence".... the noble boris as a martyr, the st boris on a charger taking on and defeating the "enemy"(ffs) and the constant lie that "half the country voted to leave", they all KNEW leaving meant leaving AT ANY COST, it was a democratic vote, it's parliament against the people, Dunkirk spirit, elite versus the people repeat rehash repeat. Boris says "fuck business, brexits say fuck the Irish, and Scotland, and Wales, the erg says fuck the poor, the home office says fuck-off home to residents here legally, the thatcherites say fuck parliament and the law, and response from the media? A deafening silence..... FUCK ALL.. Democratic referendum?.....prove it by doing it again, nothing else will suffice, but as Every brexit knows, but denies, that would be the end of the biggest scam in political history.

"A mass killing is by nature singular" - that's a relief for all those dead people aren't really dead then. As for Frau de Leyden keeping Julian King a prisoner in his office - she can't if he's not there, like the other 27 yet to be elected.
 
Just heard Amber Rudd say that 90% of Government effort in preparing the UK for leaving the EU - without a deal if necessary

FFS! - at last - been saying for over 3 years that this should have been the case. The EU would have concluded a deal by now without the encouragement that they have received from the sycophants at Westminster and the incompetence of May in not focussing on preparing the UK.

I doubt you know much about King if you think he'd back Johnson over parliament.
