Caceres has absolutely zero chance of being granted a work permit to play in the UK. He's never been capped by Australia so simply doesn't qualify for one. He'll have to be loaned out, abroad, in order to get any kind of football whatsoever. At 23, if he was anything like good enough to play for City, he'd have been capped internationally by now. This is a CFG signing, not a Manchester City signing. Officially the money might come from Manchester City, but he's not been bought with Manchester City's playing staff in mind.
