I've been through, and won, a full-on legal battle with a local authority over exactly the same issue but on a bigger scale.
You cannot fight this from advice on a football forum. If you want to try what you must do is get together as resisents and get people who know what they are doing involved. Your local councellor might give you a few tips on how to do this, but it is all about fighting a united and structured fight against planning permission.
