Are non English players treated differently by The FA/refs?

Good old Mick still thinks it's not cricket waving some invisible thingy. Trying to break legs though is jolly sporting.

In Rooney's case, they even send delegations including Capello to argue and appeal his ban for violent conduct.
This is the crux for me.

I believe City SHOULD appeal and make formal reference to this. On one hand Mario's violent conduct is unproven i.e. only Mario knows if it was intended or accidental.

Rooney however virtually followed his quarry and deliberately booted him from behind.

They should make the FA look the fools they are. How can they increase a ban for an appeal against something unclear but put in an appeal THEMSELVES for a reduced ban for an obvious assault?
