After a quick look, it seems just Mendy and I think Silva have won the WC whilst playing for us. Silva might not have signed for us by then I think mind.

Gundogan? Won it in 2014, joined us in 2016. So, he did hold a World Cup winner's medal while a City player, which is what you asked. Also, Mendy. Won a medal in 2018, joined us in the previous summer. And David Silva. Won it in 2010, joined us on July 14th.
