I translated the video yesterday. The captions are wrong. It's on page 26 or 27 of the other balotelli thread. Sorry I can't link it, I'm new to this.

Apparently the AC Milan president has been quotes saying they are in the process of buying two premier league players and one of them is Mario.

Just wanted to point out that the captions on that video are incorrect. It actually goes:

The coincidence of these comments following Tevez's attack on the city is hard to take. Even if we take his comments at face value I still find the whole thing (in particular the openness with which the comments were delivered) worrying and more than a little hurtful.
