Interesting choice of insult. Chelm was a placename used in Eastern European Yiddish culture to denote a city full of idiots, similar to the way we used to make Irish jokes and the Americans made Polish jokes. I'm not sure if it was a mythical place or actually existed. But it does exist and Isaac Bashevis Singer wrote a book valled 'The Fools of Chelm'.

It's all down to politics. That shit was eradicated from civilized world (at least in a way that nobody dared to do it publicly) until politics went to the right recently and many stuff got mainstreamized. The ****s just feel free enough to speak more openly. When you make one sort of racism a mainstream, like islamophobia pretty much became normal recently, then the other forms of bigotry get to the sunshine too. The "colour" racism is the only thing that is still left as something very wrong, if that line of defence fails, then we're in trouble as nothing will feel wrong anymore.

Its club policy to ban racist fans, and if the stewards aren't doing their job they also need binning off.
