I think the basic idea, on fouls such as those, is that there has to be a clear stance Federation wide that those types of fouls will be punished. This entire CL campaign has been filled with similar "fouls". Players have been lulled into a false sense of security. The last thing I want to see is this game decided on yellow cards and spot kicks.

Agreed. I never said it wasn't a pen. I just doubt there is consistency.
