Oh jesus, I didn't think I'd have to explain it. Right, with a ballot, everyone has the same chance of going. With loyalty points, the club can (and does) charge for people to get extra points (platinum etc). They add double points on less glamorous ties etc (as seen last year in europe). By doing so (as people want to increase their points), then the club brings more money in and can get people to buy tickets for less attractive games.
If a ballot was introduced (which will never happen), then the club can't ever make any extra money and have no carrot or stick to get people to go to Burnley at home in the CC etc.
What the club may do is bring in a rolling 10 year period (or something similar) on loyalty points or just wait until the older SC holders die off and have a natural cycle.
One thing the club have absolutely no intention of ever doing (and has never even been discussed - yes I am ITK on this as I have asked on several occasions) is introducing a ballot.
The rags can do it as they have 99% full housees every game and 300m (hmm) fans to call on.
