I agree. While I kind of understand why they changed it, I think it has its drawbacks. It’s too “deterministic”, like you say, it means that outcomes are more often determined before a ball has been kicked. This means that you risk the kind of outcome like West Germany v Austria which is what led to final games being played simultaneously. The 3rd place teams going through means fewer dead rubber games on one hand, but the head to head rule has just added them back in again. Czech Republic nearly got knocked out today when under GD rules they’d still be in it.
