My take, for what it's worth.
Bernardo doesn't have a problem staying in Manchester any more - his new wife does, and as we know, happy wife, happy life. He wants to go to Barcelona, they want him. But they don't have the money to pay the amount we want for him. So the agent plants a story about a low, non-serious bid from PSG not accepted, player unhappy, in the hope we will accept a compromise from Barcelona rather than keep an unhappy player (and that bollocks about Guardiola saying he didn't want to sell Bernardo because it would make PSG CL contenders gives it away imo - pure PR bullshit). I expect Barcelona will be pushing a Bernardo / de Jong swap in the next week which, honestly, I would be fine with if the wages work out. If they can register Bernardo or not isn't our problem.
No coincidence this happens just as Soriano says it is finished.
A last throw of the dice, as it were.
I am guessing he isn't going anywhere this window.
