They are banned. It is a criminal offence for spectators to step on the pitch. Difficult to arrest, charge and prosecute thousands or tens of thousands of people at a single incident though.

It’s not though. They are all there on camera. Easy to pin point fans with seat numbers. Fine them or make a few examples.
Pitch invasions are getting uglier and more dangerous. Something will need to give.
