I doubt he picked up Portuguese in the 18 months he was in Brazil if he can't speak English after being here 5 years.
As for a move to Brazil, I doubt very much there's the financial resources in the entire CBF to be able to afford the potential transfer fee we'd ask for Tevez- never mind one club.
