With the population growing and natural resources running out we need to stop people having babies left right and centre
I propose that IVF should stop until the orphanages are empty and anyone wanting a baby should have to apply to a panel. The criteria would be:
1) How long have the couple been together
2) What do you feel you could offer a newborn
3) Do you own/rent a property. This will stop teenagers having babies and would, i my opinion would reduce the chance of broken homes

If you were serious about implementing this policy you would have to stop all immigration. No point stopping our lower classes from breeding if the foreign lower classes can breed all they want and bring ready made scumbags into the country.
What would you do if someone illegally had a baby ? Fine them, sterilise them and take their kid away ?
Where would that kid go? Into care, so it instantly becomes a burden on your new world order? Or would you just put it in a sack with a brick in and throw it in the cut?
The child would be put into a state orphanage and the parents put into prison and any other children they had would be up for adoption
Its easy to police, any women that went for a scan would have to produce papers and if she cannot provide them then the pregnancy will be aborted
