This is a little less draconian than the OP and is based on the theory that you get what you are prepared to pay for.
The government in power successfully gets a policy agreed where 16 years and 9 months from today child benefit will not be paid for anyone’s third (or any subsequent child).
Any person entering the benefit system will receive child benefit for the children they have now and any born within 9 months of entering the benefit system – but no benefit paid for any children born after that date.
In other words have as many as you like, the tax payer will help with the first two, after that you pay for them.
what about those taxpayers who have worked all their lives then get made redundant and have more than 2 children already? it's obvious that as the world get's older and more advanced, then life expectancy and population will steadily grow. How many possible future scientists, mathematicians and nobel prize winners will be lost simply because some politicians tell them to stop having babies. It's the biggest hypocritical argument ever, It's basically humans who never asked to be born in the first place telling others not to have babies, as if they have the right to decide on another possible human beings life. Murder is to end the life of an unwanting individual, so what is it to deny the birth of an unwanting individual?, i'd suggest it is in the same degree as murder.
