They would indeed get those tickets if their points are at that level but there are also people with high points who don't belong to clubs. We had this out on here a while ago and the system was clarified beyond doubt. Clubs ask for a number if tickets and are told how many they will get before tickets go on sale to supporters through normal channels. Clubs then allocate those tickets as they see fit; some have defined criteria, such as meetings attended or doing it on a rota basis, and some abuse the process. At least one branch, possibly two, were under investigation for this. I know of one branch that hasn't met for ages and is, to all intent, dormant from that point of view yet still applies for and gets tickets.
The branch then tell the club which supporter numbers get the points and there are documented cases where a supporter number has been used without the supporter's permission or knowledge (presumably to allocate a ticket to someone who doesn't even have a number). I know that official advice has gone out from the OSC telling branches that demand is high and that fans with enough points should apply through the normal channels (thereby implying that tickets allocated to clubs should be given to those that don't).
