Question: would Man City be able to buy Rooney out of the transfer window but not play him in any competative games for the club?

I'm not sure abohut Rooney to be honest, but the Rags have an unhappy player on their books who wants to be elsewhere. Chances are that they wont play him again if he really has made up his mind to go, so what do they do, pay him to do nothing or can they ship him out to us or another European side?

I think he can change employer any time, but can't be registered in any competitions until the window. I don't know - this is just what would make sense to me.

He was promised things that never materialised, he was told when he raised that issue that nothing would change and he'd have to live with it and he is now being vilified for seeking to better himself with a better squad of players and the most ambitious football club on the planet.
