I think Terry likes to have input,and is a bridge (no pun intended) between the managament and the players,at Chelsea he is used to having his opinion heard by management,with England he is obviously frustrated that he isn't given the same forum.
I know City fans don't like him for various reasons,which became exagerated with the bridge affair,but he is a good captain,i firml;y believe had City pulled off his signing last year that he would of made the difference between us finishing in the top 4 as opposed to 5th.
