To be honest I never really thought Marwood was the issue. As has been said before he had a budget to work with and maybe stayed within those constraints. Khaldoon has the final say of wether to push the boat out or not so the blame lay squarely on his shoulders. Probably not a popular opinion but I reckon it's close to the truth.
